Our client is an oil and gas exploration and production company with operations in the Gulf of Mexico, one of the most attractive hydrocarbon basins in the world. They have a management team noted for its technical expertise, an incomparable asset suite, and the financial support of their international corporate headquarters.
Their deepwater drilling campaign is starting in the fall of 2009 with the drilling of a deepwater appraisal well with a TD of 33,000 ft in 35,000 ft of water. Shortly after that well is completed, they will be into a 1.5 rigs/year, deepwater, subsalt exploration drilling program. Drilling engineering staff members are now being recruited to support that program.

Duties & Responsibilities
|
The Drill Site Managers are accountable for providing planning and on-site supervision and management of our client’s Offshore Team, the contractor, and service personnel to drill and complete projects and operations in a safe, legal, environmentally acceptable and effective manner. This is to be achieved by using and adhering to all of our client’s policies, guidelines, rules and directives and all governmental regulations. Office location is in Houston, Texas.
This position reports directly to the Drilling Superintendent. This position also works with:

Key focal point and contact between the D&C Office Team and D&C Offshore Team. The role requires significant interface with Drilling Engineers, Shorebase, Rig Personnel, and Logistics.
- Plans and directly supervises the day-to-day field work performed by the Nexen Offshore Team, contractors and service personnel associated with drilling and completions (D&C) operations.
- Coordinates logistics of material, equipment and personnel utilized in field operations.
- Adequately communicates with Drilling Superintendent and office staff on progress / problems related to daily field operations.
- Communicates and coordinates with Drilling Superintendent and Engineer on any revisions to project plans, procedures or operations.
- Monitors project operational performance against established goals and objectives, and identifies and recommends / executes on opportunities of continuous improvement.
- Establishes criteria on and monitors the performance of contractors and service companies, and communicates any issues of concern to Drilling Superintendent.
- Adheres to all policies, procedures and guidelines associated with client’s Safety Management System including on-site activities such as safety meetings, drills, accurate accident / incident reporting, accident / incident investigation, spill reporting, equipment inspections, etc.
- Conducts planned inspections as needed.
- Ensures daily preparation and transmittal of accurate electronic morning reports.
- Ensures end-of-hitch paperwork required by staff is prepared and delivered to appropriate personnel.
- Consults with office staff on project plans, operational issues and utilization of appropriate technology.
- Coordinates on-site emergency response activities.
- Communicates and coordinates with production and construction personnel in area of mutual interest.
- Adheres to all federal and state regulatory requirements associated with field operations and reporting.
- Assists in the training and development of junior personnel as required.
- Chairs meetings as necessary.
- Participates in rig and vendor selection and evaluation inspections as required.
- Accountable for knowing and complying with applicable regulations and client’s HSE&SR training requirements and policies.
- Ensures that all materials delivered to the well site are of the correct technical specification as required in drilling or completions program.
- Reviews planned and non-planned work activities to ensure timely delivery and availability of materials and equipment to meet the work utilization requirements inclusive of contingency planning capabilities.
- Participates in HSE&SR meetings, local audits and emergency exercises as required by Company standards and procedures.
- Ensures all activities fully comply with client’s HSE&SR policies, procedures and standards.
- Implements HSE&SR policies and procedures on assigned rig.
- Ensures the key well related roles, responsibilities and communication requirements are understood by all parties involved (i.e. Driller, Toolpusher, Mud Logger, Mud Engineer, Cementer, etc.) in accordance with rig site roles and responsibilities.
- Leads by example and communicates HSE&SR expectations to rig crews.
- Establishes a work environment and culture that encourages reporting of accidents and near misses, etc.
- Personally conducts and documents routine inspections in area of responsibility and closeout recommendations for improvement.
- Ensures a weekly safety meeting is conducted which discusses HSE&SR concerns, provides safety instruction and information, reviews incidents and reviews HSE&SR related procedures and programs.
- Actively participates in as many Contractor safety meetings as is reasonably practical, dependent on ongoing operations.
- Ensures new and visiting personnel to the rig site are provided with an appropriate site specific orientation / induction prior to being introduced to the work environment. This shall include a review of hazards, mitigation measures and emergency response procedures.
- Remains familiar with all aspects of the client’s Drilling Contractors HSE&SR Bridging document, and ensures all applicable operations and personnel have been advised of their roles and responsibilities.
