Client

Our client is an oil and gas exploration and production company with operations in the Gulf of Mexico, one of the most attractive hydrocarbon basins in the world.  They have a management team noted for its technical expertise, an incomparable asset suite, and the financial support of their international corporate headquarters.

Their deepwater drilling campaign is starting in the fall of 2009 with the drilling of a deepwater appraisal well with a TD of 33,000 ft in 3,500 ft of water.  Shortly after that well is completed, they will be into a 1.5 rigs/year, deepwater, subsalt exploration drilling program. Drilling engineering staff members are now being recruited to support that program.

Position Summary

Our client is looking to fill a Cost Control Analyst position in Houston, Texas. The Cost Control Analyst will assist in maintaining total project cost excellence in areas of Well Delivery and Drilling where capital dollars are being committed for spend.  The Cost Control Analyst will provide knowledge of cost analysis on capital projects for deepwater drilling, ensure completion of data entry into SAP, and recommend process improvement techniques and procedures going forward.  Cost control techniques will be applied and evident in the areas of estimating, budgeting, change control, creation of requisitions and service entries, and reporting on past and forecasted spend.  Accountability will be demonstrated through the accurate timely reporting of costs to various management levels throughout the U.S. Division, including Project Managers and Cost Managers.

Comp Work Statement

?This position is eligible for Our Client's Compressed Work Schedule program (CWS). This program provides flexibility in work hours to assist employees in balancing their work and personal lives. CWS participants work eight hours and 15 minutes per day and earn two Fridays off per month, for a total of 24 days off annually.

Job Details

  • Create networks in SAP to define the project budget or estimate.
  • Request AFE release from Project Managers.
  • Interact with Project Specialists on AFE release and network inquiries.
  • Liaison with Supply Management for appropriate document selection.
  • Facilitate purchasing requirements, new vendor setup, and limited service order creation and extensions.
  • Initiate purchase requisitions.
  • Initiate requests for purchase orders.
  • Confirm material for bill of goods and create service entries.
  • Review contract rates and ensure invoices are in compliance with contract.
  • Review and address outstanding commitments on projects.
  • Assist in closing process of projects in SAP.
  • Track, monitor and analyze costs of projects, including running cost control reports, analyzing budget variances and ensuring accurate costs.
  • Meet with engineers on a regular basis to review capital spend on projects.
  • Provide trending and forecasts on projects, provide analysis and offer recommendations for continuous improvement.
  • Request journal entries and project budget adjustments if required.
  • Establish and coordinate project controls for Management of Change (MOC).
  • Ensure project scope changes are properly completed and recorded.
  • Review and address outstanding goods receipt/invoice receipt issues.
  • Review final cost projection on completion of project.

  • Typically requires a technical or accounting diploma and/or 5-10 years of cost control experience.
  • Oil and gas industry experience preferred, ideally with drilling operations cost control including exposure to managing material handling, storage and identification of drilling equipment/materials.
  • Previous experience with SAP desired.
  • Strong analytical and problem solving skills are required.
  • Must be well organized with ability to meet deadlines.
  • Must be a team player with willingness to learn.
  • Must have excellent English language skills, both written and verbal.
  • Excellent computer skills, including Microsoft Word and Excel.
  • Must possess strong analytical skills, as well as the ability to demonstrate a creative approach to problem solving.
  • Demonstrate the ability to lead effectively with minimal supervision and be proactive in achieving team and company goals.
  • Initiative and creativeness is required.
  • Ability to work with a minimum of supervision.
  • Must be a self-starter and be able to plan and use time to maximum benefit.
