|
Our client is an oil and gas exploration and production company with operations in the Gulf of Mexico, one of the most attractive hydrocarbon basins in the world. They have a management team noted for its technical expertise, an incomparable asset suite, and the financial support of their international corporate headquarters.
Their deepwater drilling campaign is starting in the fall of 2009 with the drilling of a deepwater appraisal well with a TD of 33,000 ft in 3,500 ft of water. Shortly after that well is completed, they will be into a 1.5 rigs/year, deepwater, subsalt exploration drilling program. Drilling engineering staff members are now being recruited to support that program.

Position Overview
|
This position is operationally imbedded in the Drilling & Completions team with a direct line reporting to the HSE&SR Manager (DALLAS).
Individual is responsible for managing all aspects of the Client’s Health Safety Environmental & Social Responsibility Program Systems, Procedures and Implementation within the Drilling and Completions team. Manages, administers and informs personnel of all related HSE&SR issues, and reports all drilling non-conformities and safety issues to senior management. Responsible for HSE&SR issues pertaining to all Drilling and Completions personnel and, therefore, required to interact with Major Project Personnel, Production and facilities personnel. Must be familiar with all HSE-SR regulations and specifications.

Office location is in Houston, Texas.

Comp Work Statement
|
This position is eligible for our Client's Compressed Work Schedule program (CWS). This program provides flexibility in work hours to assist employees in balancing their work and personal lives. CWS participants work eight hours and 15 minutes per day and earn two Fridays off per month, for a total of 24 days off annually.

Job Details
|
- Manages the resources that are in place and executes an effective program (i.e. HSE&SR organization, permitting, training, equipment, and personnel);
- Develops Drilling and Completions HSE&SR specific Annual Operating Plan (AOP) requirements resourcing;
- Monitors personnel HSE&SR performance in meeting objectives and implementing the HSE-SR programs;
- Provides leadership in the recognition of HSE hazards, development of safe working practices and full incident investigation, review and follow up with supervision;
- Coordinates a Drilling and Completions Safety Committee, including activities of contractors, suppliers and the D&C Team, on a quarterly or well-by-well basis;
- Ensures that Project individuals have completed the required training prior to traveling to well site locations/suppliers works;
- Handles coordination and validation of ERPs, emergency response exercises and emergency preparedness states;
- Conducts HSE&SR management and technical oversight of the D&C contractors;
- Performs pre-contract review of vendor capabilities and equipment and post-contract award equipment inspection;
- Coordinates offshore rig safety advisors and inspections;
- Provides support of day-to-day drilling activities such as rig delivery, well service and completions work;
- Works with development teams to provide input into well design and DWOPs, develop project SMSs, identify mandatory safety training, and ensure that adequate safety resources are available to support our Client’s HSE&SR program;
- Conducts self-assessment audits (MMS & NPDES) marine vessel and rig audits, and ensures proper follow-up;
- Pushes for continuous HSE&SR improvement in conjunction with corporate HSE&SR initiatives;
- Supports the Process Safety Management (PSM) Program to meet all applicable regulatory requirements, Client Corporate Standards and industry generally accepted codes and standards.

Supervisory Responsibilities
|
This position will supervise both staff and contract HSE&SR employees and will carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education & Experience
|
?Candidates Must Be able to independently carry out the duties and responsibilities listed above at a satisfactory level. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
- Professional Certification, Bachelor's degree in occupational health, safety or environmental science, or an Engineering degree with a concentration in an HSE discipline is Required;
- At least 10 - 15 years in the upstream oil and gas HSE and/or operational leadership required;
- Gulf of Mexico experience Preferred;
- Must Have knowledge of HSE auditing of marine vessels and facilities, and experience working with regulatory agencies and understanding of regulatory requirements and compliance strategies. Experience with MMS Safety and Environment plan ( SEMP), EPA(National Pollution Discharge Elimination System ( NPDES)), Homeland Security, OSHA or other U.S. state and federal regulatory agencies preferred;
- Demonstrated track record of working with external agencies to ensure that conflicts are suitably and sensitively resolved;
- Knowledge of industry trends, performance, and standard metrics;
- Strong time management skills and ability to handle multiple projects simultaneously;
- Proven ability to work independently and within a multidisciplinary team environment;
- Strong interpersonal skills and ability to communicate well with other E&P personnel;
- Adaptable to changing conditions, knowledgeable in application of continuous improvement techniques, with the ability to interface effectively with senior executives and corporate staff as well as field staff;
- Experience integrating HSE&SR needs into an overall business strategy;
- Familiarity with corporate compliance assurance program design and implementation is desirable.

Other Skills
|
- A working knowledge of offshore exploration equipment and processes, with a focus on drilling and well intervention. Knowledge of seismic operations an asset;
- A strong understanding of process safety management as applied to well engineering and drilling operations;
- Experience with Simultaneous Operations activities (Sim-Ops), process safety management, planning and field execution mitigation programs;
- Experience and training in Emergency Response Plan preparation and well control states;
- A team player, with a proven ability to work with diverse individuals, from floor hands to engineering managers;
- A working knowledge of Marine and Aviation Safety Management programs as it applies to drilling and completions activities;
- Competent user of key software packages including Microsoft word/Excel/Power point, Lotus Notes, and SAP.
